Check 'Active' and 'Inactive' IVRs

IVRs in the IVR configuration page appear under the Active or Inactive tab.

When IVRs are considered as 'Active'

As long as an IVR is associated with a phone number, it will appear in the Active tab. Otherwise, IVRs not associated with any phone number will automatically move to the Inactive tab.
