Check the Chat display rules on the Chat configuration page. If display Chat = No Pages, then Chat will not appear on any webpage. If display Chat = All Pages, make sure there are no exceptions configured to hide Chat on certain pages.
Also, make sure that you have Chat embedded into the head of your website.
